The crimes of serial predator Simon Levy are so horrifying they send a shiver down your spine.
Levy hunted vulnerable women in deprived areas of south and north London killing mothers Carmenza Valencia-Trujillo, 53, and Sheryl Wilkins, 39, and raping a third victim and leaving her for dead – all while he was on bail for multiple other sex attacks.
Now, he will almost certainly spend the rest of his life rotting in a maximum-security prison.
But the burning question that police and the courts must answer is why was this predator even walking the streets in the first place?
