Europe is losing the battle to stop Vladimir Putin‘s growing ‘hybrid’ war, intelligence officials have warned, as Germany launches a sabotage investigation following yet another substation fire.

Defence officials quoted by the Financial Times warned that the continent must rush to develop new methods to stop the Kremlin’s campaign against Nato.

‘It is completely clear that we aren’t doing enough to deter sub-Article 5 provocations,’ said one source.

‘We are providing enough deterrence to prevent Russian conventional and nuclear escalation,’ they added. ‘But we really need to rethink our approach to hybrid.’
