Dog owners should be made to take speed awareness style courses if their pooch misbehaves, ministers have been told.
In plans being considered by Labour, owners could be required to take ‘dog awareness’ tests that teach them how to tackle their pet’s antisocial behaviour.
Britain’s dog-lovers could also be required to buy a licence and sit a ‘knowledge test’ before taking an animal home for the first time.
