Vladimir Putin has ordered his military leaders to ‘abandon the rules of war’, Ukrainian leader Volodymyr Zelensky has claimed.
Zelensky said that according to intelligence intercepted by Kyiv, the Russian president had eliminated the restrictions that governed earlier air campaigns.
Speaking to the Financial Times, Zelensky said Putin gave the order in September, with the Russian president allegedly stating ‘there are no rules now’.
His order coincided with Russia’s increased assault on civilian infrastructure, including hospitals and schools, Zelensky said.
