John Swinney’s latest plan for a second independence referendum has been slapped down by the Prime Minister after his spokesman insisted Andy Burnham has already ruled that it is ‘off the table’.
The Scottish Government on Friday published draft legislation to hold a second divisive vote at some point.
The draft Independence Referendum Bill sets out the question: ‘Should Scotland be an independent country? Yes or No.’
The government said the Bill would be introduced at Holyrood once the necessary powers are secured.
But Mr Burnham has already said he will not agree to a referendum.
